WEEE recycling legislation and compliance

We manage household and electronic waste in strict accordance with the current legislation (OUG 5/2015, Law 211/2011, HG 856/2002), ensuring that these electronic and household wastes are collected in a controlled manner and treated according to their specific category. Waste Electrical and Electronic Equipment (WEEE) is classified into six categories as per OUG 5/2015:

  1. Thermal transfer equipment (e.g., refrigerators, freezers, air conditioners, electric heaters, cold product dispensers, etc.).
  2. Screens, monitors, and equipment with screens larger than 100 cm² (e.g., display equipment like desktop computers, multimedia equipment such as VCRs, DVDs, LCD/LED TVs, contaminated/decontaminated medical devices, plasma screens, CRT tubes, etc.).
  3. Lamps (e.g., table lamps, floor lamps, electric light installations, etc.).
  4. Large equipment (e.g., household appliances, solar panels, surveillance systems, alarm systems, ATMs, safes, contaminated/decontaminated medical equipment, electric assembly lines, cutting machines, industrial robots, electric bicycles, electric treadmills, etc.).
  5. Small equipment (e.g., small electronic devices like electric sewing machines, video cameras, digital cameras, electric ovens, hoods, coffee machines, drills, grinders, electric screwdrivers, small hand tools, tape recorders, radios, electric brooms, vertical vacuums, hair dryers, electric hairbrushes, hair straighteners, jackhammers, angle grinders, cordless screwdrivers, etc.).
  6. Small IT and telecommunications equipment (with no external dimension larger than 50 cm, such as IT equipment—inkjet or laser printers, computer units, CRT or LCD monitors, batteries, UPS systems, servers, laptops, telecommunications equipment, network equipment, electrical or IT cables, video game consoles, audio systems, etc.).

The transport of electrical and electronic waste is conducted in compliance with HG no. 1061/2008, which governs the transportation of hazardous and non-hazardous waste within Romania.

All shipments of electrical and electronic waste are accompanied by the appropriate documentation, including:

  • Non-hazardous waste loading/unloading forms (Annex 3 of HG 1061/2007)
  • hazardous waste shipment/transport forms (Annex 2 of HG 1061/2008)

These forms must clearly indicate the waste holder/shipper, recipient, waste types/codes, loading location, destination, quantity of waste, and the relevant environmental authorization held.
